Part of my soul died, I think it was the part that contained respect and hope for humanity.

Few things to think about:
Can he only marry her if she says yes?
How would the wedding go down?

Apparently it isn't just Americans that lack common sense. Awesome, I feel slightly more patriotic.

I mean, It isn't quite so sad as it would be were he to get all his signatures, or if the government were to take it seriously. Yet it is a little sad in it's own right.

EDIT: Actually, the idea puts a whole new meaning to "Polygamy" to begin with. Haha... bad pun.

I don't think this is even possible. You need consent for the marriage. I don't think the writer would give permission for that.

yo they'd have to legalize polygamy because everyone would try to marry the same popular characters like goku, or else they would have it where the first guy to pick a character gets dibs and they'd run out in like a week.

I'm honestly not surprised. If you take a look at some of the stuff that has been married in international waters, wanting to marry a cartoon character just doesn't have the same oomph.

I really don't understand what he hopes to accomplish by all this, except for a tax dodge. That's all I see. I mean, it'd be great to have sexual relations with an anime character (if you find one that suits your tastes), but I'm convinced that is impossible until life-like full-body multipurpose simulators are invented, and even then it's a long shot.

Come to think of it, this reminds me of Chobits. Androids that are almost life-like. If there were such a thing as they portray in the series, then I can completely understand why someone would want to make marrying human created woman legal. However, that isn't what this man wants to do.
