Considering how many people on this site alone are confessed fans of hentai, it's not too weird to be lusting after cartoons. Creepy for you perhaps, but it's obviously not that rare a thing even outside of Japan.
Haha good point, but it should be noted that in Hentai the cartoons are designed to be erotic. As far we know, this guy is in love with a cartoon, he doesn't just lust after her. I suppose then that the creepy thing about this isn't the fact he's turned on by a cartoon, just how far he's going to actually have his "love" recognised for this character.
To be fair, most anime characters are designed to be erotic in some way, hentai or not.

It's a tad weird he's expressing deep seated love for an anime character but hey, whatever gets him going. It's his decision.

Out of interest (and minor tangent), what would you think about a man confessing his love for an Artificial Intelligence/Robot?

Hmmm an AI... well I suppose I'd feel a tad sorry for him. Not that I'd think he's scum or anything just sorry that he can't find a girl who loves him for who he is. The thing about AI is that you'd be able to program any sort of personality that you will force to love you. The problem with that is then everyone will do it and our population will probably die out in one generation.

But that's a different issue, remember what this guy said "I would even like to become a resident of the two-dimensional world."... It's clear this guy isn't a fan of reality.

In which case the poor sod sounds like he needs a bit of escapism in his life. Marrying a cartoon is perhaps not the best way to go about it but as I said, whatever works for him. It'd be interesting to see what kind of legal precedent such a thing would set.

Everyone is forgetting 2 problems with this law.

If he marries a cartoon character, doesn't that infringe on copyright somehow?

What about the character's voice actor? Will the Voice actor be forced to marry their voice to these men? Will the VA be needed during the I do's?

I actually hope it becomes legalised, just to see if they come up with redundant rules on the basis of religion, or just because it's so stupid they begin to take it seriously.

"No marrying cartoon Jesus!"
"No same-sex, cross-dimensional marriage!"

Etc.

That's a good point, what of 2-d images of real people? Does the actual person need to give consent?

I've just been reminded of Yu-gi-oh: The Abridged series.

And will you, ocean, take Mako Tsunami as your lawfully wedded husband?

-long silence-

Mako Tsunami: The ocean says "Yes."
ROFL XD
"Why don't you ever answer me ocean?"

You know back in my day they used to send people like this to insane asylums. Now they get to set up online petitions. What a world.

Yeah that was before "One Flew Over the Cuckoo's Nest." Now people don't know what is classified as 'mentally unstable'.
