The problem is that no-one has defined what leering is. That's a learned social trait. Like not pushing in front of people, manners or anything else that makes others feel uncomfortable.
If the entire marketing industry bases itself on "HELLO BOYS!", then it's not tough to see why a lot of men will be taking that as gospel.
Doesn't mean it's right. But bodices galore give a very mixed message to guys trying to learn how. Especially when the lower brain is wrestling for control of the eyes.
In gender reversal, there's few things as attractive to a young woman as a rake; but you know yourself that they're the ones who are going to cheat on you. Doesn't help the fact you giggle when they smile though, does it?
We're all slaves to our hormones - but if there's no set rules on when and where, people will get confused.
