Konami had it's golden age in the 80s/90s and maybe early 00s(SH2) but long before it 'officially' withdrew from AAA game development it hadn't produced anything worthwhile anymore other than Metal Gear. Konami just have long moved on to more profitable venues. But yeah Konami might still be interested in licensing deals b/c it's free money for them. If they wait any longer IPs like Metal Gear and Silent Hill will only still exist in the minds of middle aged gamers.
One reason I still believe is that they were incapable of competing in the AAA space either way.
This is especially felt in the 360/PS3 era to me. MGS 4 was like so much effort put into it despite the flaws of the story and gameplay, it was still cut above games like Silent Hill Downpour and Homecoming. And Castlevania Lords of Shadows 1 and 2 and that Judgement fighting game. This isn't enough to compete with the likes of EA/Ubisoft/Activision and even the other Japanese Devs.
Like take note, the best games to come out of Konami post PS2 era was MGS 4 and the DS Castlevania games.
