The decision to settle was the best course of action from a damage-limitation perspective.

Honest question because I don't know as much about this issue (being an American whose knowledge of law in the UK is mostly very old cases), but what would a regulator be able to do in a situation like this?I'd settle for a regulator that actually has some kind of legal power, rather than the toothless industry-approved rubber stamp we currently have in the form of the IPSO.
