I read the string of comments attached to this post and have a couple thoughts. Firstly, I don't think this is a plot hole. Because the method of Rapture's creation does not really affect the game or it's plot, it isn't a plot hole. With FO3, keep in mind that they had the help of the Brotherhood, who would probably be able to rig up some method of hooking up the pipes. Yes, I get what you're saying, but the whole thing requires a MASSIVE suspension of disbelief - even if they were the smartest people in the world, overcoming the technical nightmare that is building a massive city under tens of thousands of gallons of water (without anybody finding out, mind you) is something that is so far beyond anybody even today. Even if it is POSSIBLE, it would be a fucking nightmare to execute and would take far too long to make it a viable idea. I heard that the use of Sunder and Keening from Morrowind weakened the barriers. Also if an American started killing a airport full of people in my country without being provoked then I'd be pretty pissed, probably not pissed enough to attack one of the biggest military super powers on earth but still pretty pissed.

Secondly, yes it is a plot hole. It's not an extremely RELEVANT plot hole with regards to the central storyline, but it is part of the overarching storyline, which is the story of this man (Andrew Ryan) who, in his very objectivist manner, went and built this fantastic underwater city where people wouldn't have to face the restraints of everyday society. So how did he build it, eh? See, plot hole.
