I actually quite like "Staten Island" but then again, I like almost anything Vincent D'Onofrio is in because he makes his characters worthwhile watching. I do agree that Staten island is the forgotten borough though. I have a load of friends that live in New York and they always joke that bad cops get exiled to Staten island (their families are nearly all cops and firefighters)

Mark Wahlberg plays a Marine Sniper tasked by goverment agents with building a snipers nest in philidelphia to find a sniper trying who is going to try assassinate the president. But then the visiting nigerian diplomat next t the president is shot, and Wahlberg is knocked out the window and chased by cops. It turns out he was framed with the assassination attempt. But little did the agents know that arrows arent not 1 hit kills, and so the diplomat is fine after he has some ham.
