No, no they didn't. You can make a Gordon Freeman as well and I'm pretty sure they didn't made that on purpose either. It's called, character customization.

Yep Yep. The initial cap is 20 in both versions but on PC you can use "setgs iMaxCharacterLevel XXX" to change it to what ever you want. I assume that should you have a mod installed and remember to activate it everytime you start the game (Does anyone know if there's a way to auto-toggle the mods to "on" everytime? Good idea. The thing is using console commands isn't really a mod so there's no way it can affect the game permanently. I haven't really thought about modding the game yet but it certainly improved things in Oblivion so I'll give it a go.
