Yes, other people have stated this before me, but Fallout 3 is NOT a first person shooter. It's an RPG, which happens to have guns in it. The game is built off of Bethesda's Elder Scrolls games, most notably Oblivion, and therefore was never meant as a shooter. If you do not use VATS on a regular basis in combat, you're not playing the game properly. It's why adding iron sights in New Vegas was an incredibly stupid thing to do since there's no reason for you to use them. Sure, using sniper rifles/scoped weapons doesn't make much sense in VATS, but that's why I said "regular basis". Maybe if(when) Fallout 4 is released, they'll put a bigger emphasis on the shooting, but I highly doubt it.
