It's actually more that games, western games in particular, are more likely to feature men who happen to be sexy rather than men who are designed to be sexy.
Part of it is the fan service gap, even with Japanese media and their tendency to play to multiple demographics there is still a gap in the quantity of male fan service characters. The second part is a byproduct of the standards of attractiveness for men overlapping with standards of fitness for men. The same isn't always true for women. For instance. One can look at a picture of a male gymnast and a male model and see similarities in their body type. The male model may have more definition, though mucle definition isn't a true sign of fitness, and in some cases men need to be dehydrated in order to show a lot of definition. Put into video game land where most characters are idealized, you either get men with model bodies, or men who look like they need to stop with the steroids. But one can't really compare a female gymnast and a female swimsuit model. Adding idealization into the mix and women who are supposed to be very active end up looking a tad too soft for their assumed level of activity. Pushed to the extreme the counterpoint to male characters that look like body builders are female characters that look as if they have gotten implants put in. Instead of having both male and female characters that look like body builders.
OT: I'm gonna go ahead and nominate Dorian and Cullen since they are all my friend who loved DA: Inquisition keeps going on about...Ah friendship.
