The PC controls for these games suck, so I wouldn't even bother playing them without a gamepad. The game was clearly designed with a 360 controller in mind, so the fact that it doesn't support one is pretty dumb.
Irrelevent. A game can still have 360 controller support without being a GFW or GFWL game. New Vegas isn't a GFW title is it? Also, a game with the GFW or GFWL logo doesn't have to support controllers at all but if it does it has to support the 360 controller. Why is this significant?
Because there are a number of requirements a game must meet before that logo can appear on a game's box.
360 controller support is one of those requirements.

I can't say enough good things about xpadder, I see a few other people use it too.
