Their fleets get to Earth and those already topside come up to join them. They look around and suddenly every fucking dude from every fucking planet shows up in their viewscreens, led by Cmdr. Shepard.

I was under the impression Casey Hudson was quoted as saying all the main characters would return (I'm not sure what the definition of 'main character' is, presumably that means Conrad Verner's ghost won't be making a cameo), just not all of them in combat roles. Hopefully it'll be a little bit meatier than Wrex's whole "Hey broski, what up! Not much? Yeah, me neither. Honestly, I doubt that. Legion's whole purpose after all is to study Shepard after all. I mean, they could make an excuse and send him back to the Geth, but with how popular he seems to be, I don't think it's terribly likely.
