Anyway, the two quotes really refer to different kinds of change, when you look at their context.
MGS4 is referring to how technological changes have lead to guerrilla warfare becoming far more common than conventional warfare, with enemies unclear and the battlefield far more complex. That battlefield also has a greater potential for terror and the death of innocents. In short, it means that "war has worsened".
Fallout 3, meanwhile, is referring to the undying nature of human aggression. It's not meant to mean "war is exactly the same every time". It's not, and no one would say that. Every war differs from every other war. But FO3 was really meaning to point out that the core of aggression remains the same, or that "war never stops", but that phrase doesn't have the same ring to it.
And in my view, both are right, except FO3 could have given a less pessimistic message, particularly if sough to be a meaningful and purposeful game. But no, it didn't want to make people think. It wanted to make people enjoy.
