War has obviously changed as warfare has become more technical. Overall however, war doesn't change. Enemies kill each other until one side is either all dead, or surrenders.
Great thought there, war never changes, cause otherwise it wouldn't be goddamn war. Saying something is still its definition is stupid. Its like saying "the French are still from France".
You can also consider who said the line. Snake, a soldier who was used to honorable fights (the kind he had with Gray Fox), now has to work with soldiers who aren't fighting for any cause other than that nice fat PMC paycheck. They all use ID tagged weapons instead of the traditional ones. For him, war had changed.

yeah cause any of us surviving a nuclear war is completely plausible.
In my opinion, none of those to are remotely possible, maybe 100 years from now, sure we'll have power suits by then. The most realistic apocalypse game(I count MGS because it is) is Left 4 Dead, probably thats not who would survive.
I suggest you watch a certain British film called "Threads". Theres a damn good reason why that only got released 25 years after it was made by the British Government - it was too plausible for their liking.

Anyway.

I go with Fallout's version. Wars will always be fought to gain some form of supremacy, resource, or currency. That is the way it is, and always will be. The weapons and tactics may change, but the underlying reasons? They'll stay the same.

I believe that the MGS4 line and the Fallout 3 line, although opposite in the literal sense, are actually saying the same thing. MGS4 says that war has changed but it is still ever present, while Fallout 3 is saying that war never changes as in it never goes away, that humanity wont let war die. There can never be a human utopia. Stephen King's book "The Stand" labels that pretty clearly, and out lines sociological crap about how even after a purging of the human race, be it disease or a nuclear apocalypse, the survivors will gravitate towards each other and slowly reform a crude society. It won't be long before they start up their old shit again and start fighting with each other. It is inevitable. It is the downfall of us being a very social species.

All the parodies in MGS4 are hilarious and always made me wish they made the game longer with more parodies!

War started with one of two reasons.

War has always started because of one of those two reasons, we just upgraded to bigger, faster rocks and sticks.
