Health bars would be fine, but I disagree with health packs. Camping is bad enough, and health packs would make it far worse, imo.
The cover system is: Go behind things. Seriously though, I'm not sure how well this would work in cod. It works with gears, but that's third person. I don't think it would make enough difference to be worth implementing.
I like the idea of perks having disadvantages. Though some of them kind of do. If you take stealth perks for example, you're already going to have a disadvantage in that most people will have guns that do more damage due to stopping power. Likewise with taking perks in the same section as bandolier/scavenger means you are going to be low on ammo. So I think that, if it worked, it'd be great, but I think balance would be hard.
