I love my family, but I'm taking the bullet and them with me. This isn't me being all nice by saving millions with the death of few, this is me not being a terrorist. I'm sorry, I also don't believe the OP that the terrorists wouldn't drop the bomb anyway. You don't exactly instill terror in someone when you're nice enough to keep your word. On top of that, if they're caught after the nuke goes off, you know they're going to blame it all on you, and you're gonna live the rest of your life in a prison without a trial, sucks to be an unlawful enemy combatant, doesn't it?

Even if you're nuking a deserted city, or a city with a very small population, you're still going to have an effect somewhere else down the line. So the only correct answer is to not play at all.
