Oh the gods, what kind of crazy terrorists are these? I fail to see the point of this campaign.
Anyway... yes, I would. I would pick the city that, to my knowledge has the fewest people, but I would pick a bigger one if they (being crazy terrorists) changed the rules afterwards. I wouldn't be able to effectively kill my own family.
And, no, I don't have a rebuttal to "But the city would be full of families".
