Best thing to do starting out is play like you are a Final Fantasy Dragoon. That means jumping a lot, and leveling both spears and heavy/medium armor. This will give you strength and endurance which will make the rest of the game easier.
When you JUST get off the boat, you can loot the entire Census and Excise office by picking stuff up and dropping it on the ground while the inventory is still open. This will cause the guard to take the "stolen" item away from you, but he can't because it's not in your inventory any more. As soon as you leave the tutorial stage though, this won't work and you will get fined for stealing. I really recommend you do this because of the money you get to start out.
While in town, I always do 3 quests, Fargoth's hiding place (started by a Nord in the general store) The cursed ring (Started by talking to a wandering Imperial on the main street) and Death of a Taxman (Started by finding a dead body north-west of the town on a very small peninsula)
Lastly, if you aren't committed to your character, make a Bretton with the Atronach starsign. Several reasons for this. Brettons have increased max magicka and magicka resistance, which becomes REALLY useful about 20 mins in (if you know where to go and run there as soon as you can) so you can wear the Boots of Blinding Speed. The boots are supposed to make your screen black while increasing your Speed to +200. With the 50% magic resist, you only get a dimmed screen, so you can run around MUCH FASTER. Also, the Atronach starsign means that you don't regen magic when you sleep, but you absorb 50% of all spells that hit you. This effect is not available on a permanent basis through the rest of the game. Regening magic becomes SUPER easy when you get the Summon Ghost spell, because attacking him will then make him cast a bunch of spells on you and restore your magic to full, sometimes within only 2 seconds. Other characters will have to sleep to restore their magic.
The only downside to this is that the Brettons do not get any combat skill bonuses starting out, so it might make your miss chance a few percent higher with your weapons. It might hurt just a little in the short term, but be "OMG AWESOME" late game. If you want to play the game for the short term, just pick a Nord with the Thief sign, because they are immune to frost damage and the Thief boosts your attributes by 30 points (only two levels worth, but it's a great start).

Also, listen to PoisonUnagi, because his advise is great for the long-term. I forgot about the Morrowind Code Patch. It fixes so many issues it's not even funny.
