For me there is a difference between who I, as a player outside of game find annoying, and who my character in game finds annoying.
For example, that Turian council member annoyed my Shepherd but didn't annoy me as a player. Why? Because I understood who the Turian was and why the Turian had the position it did. I understand the character was meant to annoy Shepherd in game. And I think they did a good job with it. So I am not personally annoyed by the Turian, just my Shepherd. I enjoyed that the Turian is in the game, making the game world complicated. It's the same with the reporter. That reporter really annoys my Shepherd...but I enjoy the experience.
But then there are the characters that annoy *me.* These are characters that the designers don't mean to be annoying. These are characters that detract from the experience for me, not add to it.
So annoying minor characters:
Any black character in Still Life (modern black people in Chicago should not sound like Gone With the Wind slaves)
...this can be expanded to any character with really bad voice acting
Vanille and characters like her (I do not like the sexualization of infantilization. That character is an adult, she should act like it. Being an incompetent damsel in distress when you have the same powers as everyone else is really irritating)
