I think that the relationship between Niko and Roman was really well played in GTA IV. The mission where Niko has to rescue his cousin from Dimitri's men was a highlight.

The relationship between my Warden and Leliana in Dragon Age: Origins was quite touching too. The prologue screen if you romanced her and made the ultimate sacrifice is really sad.

I also thought that World at War did a good job with the dynamic between Reznov, Chernov and Dmitri. At the start of one of the last levels (Heart of the Reich) Reznov informs Chernov that nobody will ever read his diary. At the end of the level when Chernov is killed, Reznov picks it up and says "somebody should read this". It's probably the most emotional moment in the entire series, and Reznov reading a verse from it was a great way to start the final level.

Yume Nikki's ending and the darkness both had a few parts that kinda made me stop and go... aw....

lol since I knew they couldn't be killed off I threw them into the fire tons of times. But ya Marina and Jane, I got offended if they were K.O'd

Planescape Torment definitely. The best "good" ending always gets to me.

Special mentions for The Longest Journey and Dreamfall, both of which have many moving moments.

Both Mass Effect games, they have plenty of stirring 'save the galaxy/hold the line type speeches, and lots of nice little emotional interactions with NPCs, the world feels really fleshed out. I also welled up a little with........I don't know, pride or something when the new Normandy is revealed in ME2.
Apart from that Dragon Age and Planescape: Torment have their moments, though I havn't finished either yet.
I also heartily second the person that said The Longest Journey.

Definitely Persona 3. Especially when...

The main character dies in the lap of Aigis after saving the world and getting one day to speak to everybody who believed in him and tie up all of his social links.

Final Fantasy X had its moments too, particularly at the ending when...

You discover that Tidus is nothing more than a 'dream', and after Sin's defeat, vanishes. It would have been a perfect 'Good Night Sweet Prince' trope moment, but it was ruined later by the secret ending of X-2. There were other twists and turns such as discovering Auron was also not 'real' and that Yu Yevon as the cause behind it all, ironic since i think that Yevon was the deity that the general religion of Spira prayed to.

Can't decide.

Either .hack//G.U. or Fire Emblem Shadow Dragon.

.hack//G.U. was the first proper RPG in which I actually cared about the characters.

FE:SD was my first Fire Emblem and I was still wrapping my head around the fact that the game utilized permadeath. I even made up personalities for some of the less characterized units and everything, and felt terrible when they died.

Strangely enough Kingdom Hearts 2. It kinda made me feel sad for all the nobodies because of their strange lack of existence despite being such full and dynamic characters.

Has to be either ffIX, metal gear solid 2, or... hm... maybe mass effect, the first one. the second one didn't have any love interests I cared too much for.

I must say Mass Effect, mainly. I literally squeeled constantly in ME2 when I met the old characters, saw the new Normandy, fought the final battle, the romance scene(particularly the one with Thane) and so on.
