Ninja Gaiden... WOW. That game is fucking hard. Also Devil May Cry 3 *regular version* I have never heard of a game so tough that it had to be re-released!!!!

Correct, that is not the topic. On first glance I simply found myself a tad amazed at your choice of a game regarding the topic. And yes, I admit that it took a while to learn the inner workings of Sim City 4. The point of the game is, you CAN'T balance the budget and keep the citizens perfectly happy all the time. They will always complain about something, just ask anyone in real life you meet on the street if they are absolutely perfectly happy about the way their city/town is?
Sim City series is a simulator; it emulates real life. And one inescapable fact about life is that you can't please everyone. It's all a matter of compromises.
Once you accept that, any Sim City game becomes as easy as walking.
I found it quite difficult to manage all the demands and try to obtain enough business to keep my city from falling apart.
