I always thought the FarSight XR-20 from Perfect Dark was overpowered. An almost guaranteed one-sot kill, and x-ray vision. There was nowhere to hide.

Jigglypuff's rest attack in SSBM. Sure it is tough to connect with, but most other attacks that can KO from 0% have a ridiculous charge-up time, so it deserves a mention.

When Ultros used tentacle on Banon the first time you fight him in FF6. Banon only had like 150 hp, and the attack usually did in the 200-300 range. It was a one-hit kill on him with no way to block, and if he died the game ended because you were supposed to be protecting him.

#5: Blitz Ace (Final Fantasy X) At max power, does 15 hits at 99,999 damage a pop. Hard to beat that kind of output.
Blitz Ace is only 9 hits, eight with the sword and the ninth with the blitzball. Oblivion, on the other hand, deals 16 hits (though if I recall correctly it's only one hit in the NA version, so I guess it sucks to be American :p), and since the base power is far higher than Blitz Ace's it's a lot easier to make them each do 99,999. Attack Reels also gets an honourable mention for dealing 12 hits with a potential 99,999 each.

Outrage in Pokemon. Only 1 type resists it, it's extremely powerful, and its only adverse affect is confusion, which can be rectified by either switching out or a berry.

voodoo vinces speacial voodoo attack that instantly kills all eniemies in the vicinity comes to mind, you have to get beads to use thevoodoo attack and tere dropped by dead eniemies(yeah i know i can't spell) there more eleborate the attack the more beads you get so if you punch eneimes you only get a couple of beads but if you jump and then do astomp attack that is very hard to aim you get enough beads to do the voodoo making most of the game running around all the foes and bringing them all togethere then using da voodoo which is an instakill and is very very cheap

If he likes you a lot, Yojimbo from Final Fantasy X.

Dear god the amount of times I'd summon him, give him about 1000 gil and then, well, let's put it this way. First time, every time, he killed each and every Dark Aeon for the cost of a few potions with Zanmato. Including Dark Yojimbo.

Every.
God.
Damn.
Time.

Either I have god tier luck, of Yojimbo has a thing for me.

That nuke canon in Mass Effect 2 was pretty overpowered, it sure was impractical to use, but it killed the final boss in two hits.

The pistol in Alpha Protocol was also quite overpowered, a fully leveled chain shoot allowed you to fire eight shoots in one go, which again was enough to kill any boss in two attacks, bosses that with other weapons could give you a really hard time.

The PRL 412 in Resident Evil 4- an utterly powerful and utterly pointless piece of hardware
Powerful, because it absolutely, positively kills every last ************ in the room in one shot. Pointless because you only get it once you have beaten everything in the game on the hardest level. "Now you have proven you can handle everything, take this and go on an unchallenging 4 hour stroll"

IIRC there's a spell from the Ultima series that kills everything on the planet...
Yup nobody can top this. I mean there are tons of things that can kill groups of enemies in 1 hit from a safe distance but nothing beats killing EVERYTHING in 1 hit from a safe distance.

kinda liked that one ff7 sephiroth move where he blows up a few planets and hits you for like 2k dmg... cause you know... causing the sun to go super nova will only do about 1/3 damage... and can be preformed multiple times...

Guile and his Sonic Boom mix-ups, and he fact you can;t jump in/walk toward him/keep a safe distance from mid-screen/ stay mid-screen/ rush him down/ meet him in air without getting air grabbed. and his Cr.Hk. I usually have an answer with a fireball character, or blanka, but if I pick any other character, It's impossible.
Edit: and Dark Pheonix and level 3 X-factor. Even unlimited Ragna looks like a puppy compared to Dark pheonix with X-factor.

Lu Bu's C3 (square, square, triangle) in Dynasty Warriors 4 and 5. It's what makes Lu Bu...Lu Bu!
