It has to be dr. Manhattan, I know he has been mentioned countless times already, but that just proves the point!
He's a god as far as the laws of fysics can allow a god. He's immortal, he can control his veary substanse. He is in the terms of fysics undefeatable.

He can LITERALLY control things on a subatomic level. At most, marvel/dc (as far as i know) can, at most, create ILLUSIONS of something changing shape, or at least as long as other people are within a certain feet of them, but when that POWERHOUSE leaves, they go back to normal. Dr. Manhattan can basically UNMAKE anyone...

However, I don't think Dr. Manhattan should be ON this discussion board. The point of him WAS to be broken. The point of him WAS to be over-uber-powered. The creator wasn't trying to hide it behind someone that could "fight on their plain" or behind a "rock that can kill them". Dr. Manhattan's OVERPOWERED BROKENNESS was WHOLE to the story and was intentional, rather than someone making a lopsided hero just for having the piss fest of MY superhero can beat YOUR superhero.

I feel people don't seem to understand overpowered.
Superman was made because he could fly, leap tall buildings, which is pointless when you can fly. Use Heat rays and I DO believe X-rays, which is pointless when you can fly. He was SUPER strong, which is pointless when you can fly.

He was just some Alien that came to Earth because his parents didn't want him to die, his weakness is a rock. a rock, thats low brow stupidity, beyond that, it doesn't take Krytonite to beat 'em, he's been outright overpowered before.

I say if you want Overpowered, go for Dr.Manhattan.
I don't like 'em that much, but i'm not here to play favorites, but IMO because i'm a fan, green lantern, because his weakness is the color Yellow, and with Paint, you can normally solve that problem.

To me, for a character to be over powered/broken he or she has to be extremely powerful while not having any weaknesses be it physical or mental (psychological or emotional)

I'd have to say that Superman is pretty over-powered/ broken. While I've never read Superman comic books I have seen a couple movies and the animated series and I've noticed that Superman really doesn't have any emotional, physical or psychological problems to deal with, other than maybe identity issues stemming from his home planet being destroyed.
Doctor Manhattan is super powered but ,in my opinion, that is balanced out by emotional and physical traumas from before and during his transformation such as his father demanding that he go into science rather than stay in clock repair, the physical pain from being torn apart at the molecular level and even his lover/girlfriend running away right be fore he 'died'. Then there's his continually growing detachment from mankind.
Wolverine's power's are somewhat balanced by his own problems, memory-loss feeling the pain of every injury he receives and the loneliness of outliving so many people he cared about.
Ed from Fullmetal Alchemist, who was mentioned before, spent years training to become an Alchemist, and over those years has gone through s shit load of emotional, psychological and physical trauma. He has abandonment and anger issues concerning his father, has lost an arm and a leg due to a botched human alchemy attempt, has witnessed first hand murders and deaths, several of which he was responsible for (either directly or indirectly)
Even the Punisher, who has survived numerous beatings, stabbings and shootings, has severe emotional and psychological problems

Ironman and Batman (they have the same superpowers anyway)

Their primary power is retroactive time manipulation.

Anytime they need ____________ they've already prepared a solution for ___________ in the past so they have /already/ have it handy.

I'm not making these examples up:
Ironman fights Spiderman: "Haha! I already made an anti-Spiderman gadget just in case! I win!"

Batman encounters an ancient language: "Good thing I'm already become fluent in this esoteric niche language in my copious spare time between spending all day as Bruce Wayne and spending all night as Batman (i.e no spare time...)"

The only limitation on this power is the writer's need for tension. Really, if Batman had half a brain he'd be sporting an Iron-man hulk-buster suit all the time, with a full mastery of magic to boot. But he likes to just use fists and tights instead just to rub it in the badguy's face.

See? Why doesn't Batman have a green lantern ring? He doesn't need one. He already has a better power.

http://en.wikipedia.org/wiki/Saint_of_Killers#Saint_of_Killers

The Saint of Killers is completely impervious to harm. Bullets bounce off him, a direct hit from a tank doesn't affect him, being underneath a collapsing mountain simply means digging himself out, and being hit in the chest with a nuclear missile causes no damage to him or his clothes. He can easily knock away tanks with a simple kick and he can be hit by a speeding truck without flinching. He is an expert marksman able to draw his guns at superhuman speeds. He possesses a pair of Walker Colt revolvers fashioned from the Angel of Death's sword. They possess unlimited ammunition, never jamming or needing to be reloaded. They always hit their mark, even piercing modern tank armor to reach the intended target, and always inflict fatal injuries or death regardless of circumstance or nature of the victim (including angels and demons). Even God and the Devil are not immune to the bullets, considering that the Saint has killed them both (the only being ever to have survived being shot by the Saint was Cassidy, but Garth Ennis later admitted that he was still working out the character of the Saint at that point and was a technical mistake). Anyone holding one of the guns can see the spirits of the many people that the Saint has personally killed.

you know "BROKEN" isn't just to Comics, Lets throw some MANGA in there. Like ED from Fullmetal Alchemist
True his quick transmutation power doe s give yhim an unusual advantage but given that most everyone else, homunculi ,his teacher, the flame alchemist, dante their father and to throw in the manga Father al and of course scar have equal if not greater powers it doesn't really hurt it

Goku. Actually, scratch that, the Saiyan race in general. They have an inherent genetic ability known in mysterious nihongoloid as "zenkai." Basically, it allows them to gain power from near-fatal injuries. In other words, what doesn't kill them really does make them stronger.

In terms of storyline, this means that if you were to beat Goku to a pulp, crush him so bad that he couldn't even move anymore, there's a chance he could survive that whoopin' and come back ten times stronger than you. If that ain't overpowered, I dunno what is.

Wolverine.

He's been brought down to JUST HIS SKELETON and has somehow managed to regenerate.

Even Superman needs his friends to rez him. Wolverine? He's got it covered.
really once his flesh was torn from his skeleton?

They actually rectonned that weakness away quite a while ago. The GLs now need only have known fear and overcome it in order to affect yellow objects, much as the current Green Lantern has.

Incidentally, yet another reason why Green Lantern Batman wins this thread.

I thought it was actually that his skeleton was removed from his body, and he regenerated it.

::wiki::
Wait, no, he's also had all of his flesh incinerated off his bones, and regenerated it within minutes. Yeah, that's impressive.

And because of that, can see into the past and future..

I've gotta go with Superman. Having only a bizarre weakness to a "rare otherworldly mineral" is enough for me to say that he's overpowered to the point of uninteresting. I mean the guy can survive a nuclear blast at ground zero and can fly into the sun. If that's not overpowered, I don't know what is. I guess his other weakness is red sunlight, which is also otherworldly and rare, at least on this planet.

It's pretty easy to be a super hero when damn near nothing freaking hurts you.
well...

superman is also weak to magic

not just otherworldly (yet every freakin villian who has heard Luthor has some) minerals

Batman.

Also, Superman isn't overpowered. Just use Kryptonite bullets... He will die like a normal person. Even faster...
