Why give the chance to tame & mount many animals, then in the following EP, include horse armour? It also humours me at how we're playing "Skyrim" yet buggering off to the other provinces for the DLEPs.
Edit: while I'm all for broadening the Horizons, shouldn't they at least expand the content within the borders first?

Solstheim was in the -SECOND- EP, Bloodmoon. The first , Tribunal, took place in Morrwind. I explicitly said in my Edit before your quote that I have no problem with them expanding the borders of the game, but should at least initially focus on content within Skyrim, as they have done in the last two TES games.
