RESEDINT EVIL 4/5 FUCKING HAS ZOMBIES DIPSHITS! sorry but i have gotten tired of calling them zombies and some snobby ass 'corrects' me and gets it wrong. a person with out free will doing simple tasks is a zombie. every one in those games are under the control of the higher guy with out the ability to refuse or stop in any way. (any movies before remero have zombies like that) being dead or not has nothing to do with it.
Right now while there is something of a Zombie-Mania in the media, there haven't been all that many games developed along the Zombie Apocolypse theme. Mostly it's beeing used as like an optional mode for wargames and so on. Resident Evil, Dead Rising, and Left 4 Dead, being the only franchises I know of dedicated to it, and two of those are owned by the same company.
That said, I do know of one indie game that fits all of your criteria, though being a low budget indie game your not going to be all that impressed with the graphical quality. That game is "Zombie Shooter 2" and is availible for download on STEAM. It's not going to be the top notch production values you want, but it is pretty cheap.
Ironically, the corperate mentality being what it is, I actually expect there to be a glut of Zombie games once it's determined to be a safer genere, which will of course happen to coincide with the fad being over.

Oh and one other game, there is a brawler for the Dreamcast called "Zombie Revenge" which is set in the "House Of The Dead" universe if I remember. While not open world by any means it does involve a mechanic where you can make some simple choices that influance which bosses you wind up fighting.
