Autocracy is pretty much a dictatorship. The difference is Mr. House is a...'good' dictator. He didn't do anything stupid like indulge in worldly pleasures and kill anyone who looked at him wrong. (Mostly because he couldn't) He devoted himself to progress and order. While there are some people that will get wiped out, like if you get the kings to join the NHR then side with House. In the end House wants order and progress. He doesn't care about people's personal lives so it isn't like anyone is having their rights stripped. I don't like how the NCR seems to forcefully annex settlements, the Legion is just way too violent for me, and Mr. House seems like a dictator.
Yes that is probably the best ending, if you want control over who lives and who dies. Out of all the endings where you have to CHOOSE a side. I choose Mr. House, mostly because he is the most affective out of all of them. He doesn't have democracy to slow him down, and he isn't a crazy bastard like the Legion.
