I know that Vault 34 has the best light armor in the game. The Vault 34 security armor. DT of 16. Headgear hat a DT of 3. It is also dirt cheap to repair. I don't know about the heaver stuff but rule of thumb is to go with the Power Armor. That and Deathclaws. On FO3, I didnt worry about them once I was level 10, maybe lower if I had the dart gun. Now, I just run. Run very fast, and leave Boone to get slaughtered for my survival. Same with Rex. They are meat shields for Deathclaws.
You can one hit kill a Deathclaw if you get a sneak critical in.
Just keeping the option open.
