Most of the movies I would recommend have already been recommended by others, but aside from those movies I also recommend House of Fools.

Gotta say Crows Zero 1 and 2 and The Good, The Bad, The Weird.

Crows Zero 1 and 2 are Japanese fighting movies(but not over the top fighting) with realy, really great stories. Easily two of my favorite movies ever.

The Good, The Bad, The Weird is a weird South Korean western. It's hilarious and awesome at the same time.

Cube is an indie foreign film popular in nerd circles. It's a psychological/suspense horror, "Kafkaesque" gets thrown around a lot in describing it. Let the Right One In will also undoubtedly be mentioned as well.
Cube isnt really Foreign. Indie maybe, but its Canadian. Also in this vein, being canadian horror movies, I'd Recommend PontyPool(a virus spreads by language creating zombies).

Also The good, the bad, and the Weird is a Great Korean western with great action and frequent laughs.
and I just found this from India. It is completely Ridiculous in every way and I must see it. its like Indian Terminator Zohan -Endhiran http://www.youtube.com/watch?v=hNXHveyzUvY
http://www.youtube.com/watch?v=yysbbPStfWw (it is indian, so its mostly English and Punjab not russian in this video)

On the serious side of things, Ren Gui Qing (released inaccurately in English as Woman Demon Human) is an excellent drama from China. If you're looking for something more action-y and larger in scope, the international cut of John Woo's Red Cliff just received a US release (five hours long and worth every second. Don't watch the US theatrical version, it's incomprehensible).

If you want Japanese cinema, Kurosawa is always a good place to start and the original Gojira is surprisingly excellent.

Thailand has made some great martial arts movies recently, like Ong-Bak and Chocolate. Of course there's also always Old Boy.

Downfall. You've probably seen at least one scene of it already if you frequent Youtube due to the "Hitler Meme." It's a gripping and (mostly) accurate depiction of the Third Reich's final days. Bruno Ganz does the best portrayal of Hitler I have ever seen.

A non-American movie? That's like asking for non-Japanese anime.

okokokok it's not actually that extreme, but it is still true; if you're not talking about canadian or british movies the quality, or at least the budget, really drops.

I highly recommend it, at least.
Oh wow, I'm really happy to see I actually knew this film. An ex-girl friend of mine made me watch it with her, I really enjoyed it. The story was superb and the cinematography seemed vary from beautiful to strange in some areas. Overall though good movie I second the recommendation.

Run Lola Run, Perfume (a little drawn out, but there is something oddly beautiful about it.)

Delicatessen, It's a french film from the director of Amelie and quite comical.

Tokyo! (the exclamation point is part of the title) which is a collection of three short films, a film from Bong Joon-Ho called Shaking Tokyo which is about a hikikomori (shut in), a film from Leos Carax called Merde which is about a man who lives in the sewers of Tokyo and terrorizes the outside world and a film from Michael Gondry called Interior Design which is about something, I can't really say much for fear of spoilers.

The Good, The Bad, & The Ugly is A Foreign film made in Spain, by Italian director Sergio Leone. It is also probably one of the most famous films ever made. The score composed by Italian composer Ennio Morricone, which is as equally famous and good as the film. Here's my favorite track.
Pretty much any film made by Sergio Leone for that matter warrants greatness.

Paradise Now

follows a pair of palestinian men through their day to day lives and focusing on their decision to become suicide bombers. It's fascinating as a concept to say the least and very well done.

I'd recommend/second Der Untergang (Downfall), Sophie Scholl, Persepolis, and Grave of the Fireflies.
