That is not the only difference. But since that is the only thing you mentioned, let me point out that Oblivion's -vanilla- gameplay (attributes and all) is severely broken. It simply does not work. Now, Skyrim has been streamlined or dumbed down if you want to call it that. Personally I am not impressed with the perks/skills of Skyrim, but at least it works better than Oblivion. So, yes it is an improvement.

I've seen some pretty amazing mods on Youtube, so I think I'll get it. The people are generally still not the most attractive, but I can forgive a few eye sores amidst otherwise beautiful scenery.

Fair enough but the version of Oblivion being discussed in this thread is the PC version which means you don't have to play the vanilla version.

You've never actually played Skyrim though judging by your statement that, "from the sound of it", therefore it is hard for your opinion on the matter to be justifiable in any way,shape or form. Do you always judge games by heresay and conjecture or do you actually play it and then make a sound opinion on the matter?
I have played it and I don't like the perks.

It's a pretty sweet deal, can't do much wrong if you want to play Skyrim some time later.
Experiment with every possible mod you like, especially the High Texture things are quite interesting.
If you manage to enjoy 50h of Oblivion (which would only scratch the surface) you have spent 10¢ per hour for your enjoyment. That's one hell of bargain.

This might sound weird, but is there a mod specifically for lips/noses? The noses are the worst part.

I think so, Battlehorn Castle (Fighters Stronghold) and Wizards Tower alone are worth $1.25.

Seems pretty clear cut to me. First off, Skyrim is still messed up, so you're essentially getting an unrefined product. Oblivion GOTY for $5? Hell even I'd want to jump on that except for the fact that I have NO time to delve into a timesink like that right now..

I've bought it and I've had no interest in Oblivion before, but £5 is hardly a major price issue, just means 2 less drinks at the pub one evening!!

Currently downloading a load of mods for the game.

That article seems helpful, I'm going to try some graphics mods, the Francesco mod (cos I'm new to TES games) and the bug fixer one obviously. Maybe a nude mod haha.

Yeah, $5 is a good deal, but I'm really conservative with my spending. I don't want to pay any money for something that won't offer me any enjoyment. I know it's a shallow complaint, but the big thing for me is really the aesthetics. Unless someone can point me to a really good cosmetic mod, then I probably won't bother.
I'd get it. I've seen a number of cosmetic mods on Youtube. Besides, all the cool kids play it. You want to join the cool kids, don't you? In all seriousness, it is worth a 5$ gamble. And between you and me, it is better than Skyrim.
