The nostalgia weighs heavily on this thread
This should be an easy one for you, since I remember quite a lot of the game (except for the bloody name, apparently).
It's a late 90's up to early 2000's RTS, post-apocalyptic or futuristic setting. There are 3 or 4 fractions, as far as I remember, all humanoid. One was more like Command and Conquer's GDI, with some neat-looking units with lasers and stuff, another was more like C&C's NOD, with some evil tone to them, weird unit voice over, using some bizzarre torture technology, such as spiked vehicles with attached saws, flamethrowers, emitting toxic gas, etc.
There were units, as far as I remember, common for all fractions, and such that are unique to the 'race'. A common unit that I liked to use as support was some van with a minigun attached to the top, and was fairly expensive compared to the others.
The most important detail is : YOUR UNITS RUN OUT OF AMMO. At least the sort that would fire some sort of projectile - bullets, rockets, etc. You could, at least in missions, pick up randomly placed crates of ammo that will replenish it, but I can't remember any other way of recovering ammunition.
I can hardly remember any infantry being there in the game.
I can't remember anything regarding game economics. You used dollars, or credits, or something as currency, but how you acquired them is beyond me. How you built your structures I can't remember too.
I mentioned unit voice over, it was really poor, and you would easily get tired of hearing the same lines over and over.
