I couldn't find a "thread search" tool; is there one? I'm guessing someone has asked about this somewhere in the preceding nigh-600 pages.
The game I'm trying to locate originated somewhere around the 1985-1987 range. It was PC, I but I can't swear to DOS to Commodore 64. It involved customizing monsters and then pitting them against one another in various settings. You started with a set number of points to buy a base creature and then upgrades for that creature. Winning a battle would provide points for new upgrades. I remember one of the base creatures was a "homunculoid" that looked essentially human. I recall some significant game balance problems.
The graphics were kinda blocky. The player controlled battles from a sort of 3/4 overhead view. I don't think there was true 3d, but I seem to remember objects and maybe hazards on the terrain. I want to say the battles took place in wasteland, wilderness, or city, but I'm not sure.
I wanted to put the game at 1986, because I remember my friend bought it and The Movie Monster Game (precursor to War of the Monsters, etc., a 1986 release) on the same evening.
