I'd spend a couple of days making some huge overtly complicated diabolical plan with the laser at its center then leak the information in hopes that it would set off a reaction causing some sort of disillusioned heros to try and stop me just to activate the laser RIGHT before they caught up to me destroying the Earths core because that's what Sephiroth would do

As I mentioned before, just groom the hero/heroes yourself, fake your villainous persona's karmic death at their hands (remotely controlled manikin stuffed with protein paste out the airlock should do nicely once it falls to earth) then sit back, relax, and maneuver your heroes into a position of power.
