Over rated film? Probably Titanic. I enjoyed the film, sure, but I don't think it deserved an Oscar for best picture or anything.

Under rated film: Martin Scorsese's Casino. Great movie that is vastly overlooked due to it's resemblance to GoodFellas. While GoodFellas is a fantastic film, it's sad to see that Casino is doomed to live in it's shadow when Casino is just as good a film as GoodFellas.

If you look at the other nominees from that year (1998), Titanic most definitely deserved to win.
I mean, can you honestly say any of these deserved it more?

As Good as It Gets
The Full Monty
Good Will Hunting
L.A. Confidential

Well, to be honest, I really enjoyed Good Will Hunting. I, personally, favor it over Titanic.

Underrated:
On Her Majesty's Secret Service: A much better Bond film than people give it credit for
The Fall: An absolutely amazing piece of visual filmmaking. How much CGI was used, again? Oh wait, THERE WAS NONE!

Overrated:
The Bourne Series: I liked the first one, the second was shit, and the third was basically a rehash. I blame my hatred of the last two on the camerawork. I can't enjoy a movie that gives me a headache watching it (I'm looking right at you, Avatar).
Speaking of Which,
Avatar: Obvious really.

Dude. Have you SEEN L.A. Confidential? It's awesome.
Not that it matters. The best film of that year (Princess Mononoke) hadn't been released in the US yet.

Underrated:
How To Train Your Dragon - Just an amazing film, great music, funny and its epic!
The Warriors - All round great film, great action and great acting!
A Bittersweet Life - A Korean film with some of the best fight scenes I have ever seen, also has a great story.
Mad Max: Beyond Thunderdome - I don't get why people don't like this one, its easily good as 2.

Overrated:
Napoleon Dynamite - Just not that funny at all.

Overrated: Every post Memento Nolan Film. Why? Because rather than gives us a movie as fun as Memento was, he just gives us 2 hour essay papers on dreams, philosophy and societal standards and everyone praises it. I don't remember Joker stopping to explain chaos, or Batman explaining he needs to be a symbol. It's shallow "depth" that easily wins people over.

Underrated: Tron, because what they hint at in the movies, comics and game is such a grand scheme that this franchise needs to flesh out.

Over-rated: The Terminator series (go ahead and quote me. I won't change my opinion)

Under-rated: Session 9
Even the third one, which everyone hated, Salvation, which everyone hated, and that TV series?
Never seen the T.V Series. Salvation could've been great, but turn out "meh". This is going to shock you, but I liked the action scenes in the 3rd, but hated everything else. Terminator 2 would be "ok" if John Connor didn't get on my nerves and I fell asleep during every attempt that I've seen the first one.

Sunshine :3 very underrated sci-fi. Also, The Prestige...but everyone likes Inception and The Dark Knight better despite there being actual mystery and conflict here.

Overrated...yeah, pretty much AVATAR.

Overrated:
-Avatar(only movie I EVER fell asleep watching)
-Napolean Dynamite(Great quotes, just not funny)
-Twilight(Self-fucking-explanatory)
-Titanic(Good story, just really overplayed)
-Star Wars(Now, before I have fans ripping my nipples off over this, I am a dialogue person. If the dialogue cannot help to carry the story, forget it, it sucks. It was so boring for me that I would fast forward to the fight scenes)

Underrated:
-Princess Mononoke(Beautiful story, even better animation)
-Letters from Iwo Jima(Made me cry and moved me)
-Scott Pilgrim Against the World
-History of the World Part 1(Great even if incorrect. Made me pee my pants laughing from start to finish)
-Tron was pretty banging
-December Boys(DAN RADCLIFFE NEEDS MORE RECOGNITION OTHER THAN A SCAR AND HIS PENIS ON STAGE!!!)
-Lord of the Flies(Black and White version)(Tells the story of how evil comes to us in the most simplistic way possible. Old, but never forgotten)

Absolutely. Sunshine should have had a much better reception than it did. I'll also say Solaris (both the Russian one and the US remake). They were great movie adaptations of a book that's pretty much impossible to adapt.

Overrated films... Inception. It was enjoyable, but not the amazing experience it's hyped to be. It was ok.
The Godfather. I don't get the big deal, it was not a particularly interesting film.
Citizen Kane. I've never understood why that's still considered such a masterpiece. I've never been able to watch it all the way through because I just found it so goddamn boring.

I'll set the ball rolling by saying Avatar, now I liked the film, and will admit it looked pretty good but apart from the way in which it was filmed, it has done nothing that films before haven't done, right down to the story which we've seen countless times before.
^This, it looked shiny but definitely one of the best examples of style over substance.

As far as underrated films go, I'd say [REC] and [REC2]. Even though I'm not a massive fan of horror films I'd say these were excellent. Not the awful shot for shot American remakes though, which were made for 'people who can't read subtitles good'.

Oh and Harry Brown, very good (and dark) UK film starring Michael Caine as a pensioner kicking the shit out of some chavs.
Oh I loved Harry Brown, that was a great movie.

Under rated :
Lucky Number Slevin
Children of men (Quite well known, but it not being in the top 5 movies of All Time makes it underrated.)
Kiss Kiss Bang Bang

Over Rated :
Kings Speech
Inception (Yes it was good, just not that good)
Harry Potter 7 pt 1
