It's a full sequel. Arena is great, though if you haven't played Persona 3 I'd recommend getting that first (the Portable edition is on PSN). Arena's story will make more sense and you'll be happy to see returning characters from that game.
I played through P3P and really dug it. That's why i'm interested in Arena. I love crossover stories. I wonder if Persona 5 will exist in the 3-4 universe as well?
From what I've heard all of the Persona games take place in the same world, but Arena was the first time that they had a proper character crossover. I haven't played the first two games though so I could be wrong.

I hope P5 does what P4 did, have references to the previous games but focus on its own story. Then Atlus and Arc should make another fighting game with ALL the characters from 3, 4 and 5 :D

I am very surprised that Persona 5 didn't go to 3DS. Not that I mind it going to PS3, just... surprised.

Actually...... they have had character crossovers ever since the very first Persona...
Which is technically a sequel to Shin Megami Tensei If... .
Those ellipses are a part of its title btw.
And the two P2s were nothing much but character crossovers...
idr if anyone physically showed up in P3... buuuuuut... there were like a bajillion references to P1-2.2.
And in certain versions of P3, Vincent from Catherine shows up... and iirc a young Yukiko from P4 as well.
(Catherine is also likely in the Persona universe. Shadow Vincent. A god dicking with people's lives via their subconscious for the "betterment" of humanity. Catherine is basically P4... but with sex.)

The only thing that got me excited was the Persona 5 trailer, though it might be a couple years before I get to play it.

Other than that, I disliked P4 Arena after the "true" ending left a bad taste in my mouth. I won't buy the next one if I find out they try to pull a similar move on it.

Oh they've definitely had references, but Arena was the first time that the casts from multiple games have come together as the main characters (as far as I'm aware, I haven't played 1 and 2).

not on such a grand amount, but Persona 2 Innocent Sin had Yuki, a character from the first one, returning as a party member tagging along with Maya, and she was constantly drawing parallels between what you were doing and the cast of the first game
