You're sort of correct since it's- was invincible, but the important thing to remember is that you send people flying at the end of the assist. Therefore stopping almost any chance of a combo unless you've something like a beam hyper. I ask because to my sorrow, Capcom decided that with the new UMVC3 update that along with the new Heroes & Heralds mode (yeah that's out now btw) they'd go and nerf Phoenix Wright's Assist... It is now...No longer invincible when he's in Turnabout Mode. *sigh* Gone are the days where he could walk confidently through three hypers and smack them with a piece of paper (like a boss, naturally).
I'll give you all a second to adjust, it's perfectly understandable that you may be disturbed to learn this fact.

Is balancing MvC3 even really that big a concern anyway? Obviously it has more comptative merit that MvC2 or Super Smash Bros., but after playing the first build for awhile it honestly doesn't feel like a game that can ever be a completely legitimate e-sport fighter. He does so much damage and has an easy to pull off counter throw that can be spammed. Fuck Tager. I play Makoto mostly so I have to rely on getting close to pummel him but when ever I do that fukkin throw halves my health, then "Spark Bolt!!!!!!!!!!!" I bounce off wall return to a 3 hit combo and die. Bearing in mind I wouldn't call my self an expert player as I never owned Calamity Trigger or any other 2d japanese fighter until CS so its probably just my inexperience.

He does a shit ton of damage because he's the slowest character in the game with the least mobility. His specials are all relatively slow aside from spark bolt, and he pretty much needs the properties on his moves in order to even close in the gap. If he magnetizes you, it's your own damn fault. His counter throw can be baited and countered with proper mix ups, spacing, and zoning.
I hate him and get annoyed with him too, but he isn't cheap or OP by any stretch of the word. The same goes for Hakumen....he's a power character as well, of course he has a high damage output. I main Hakumen, he's B tier last I checked, and he has his share of flaws. He's way more difficult to use than you give him credit, and easy to pull off attacks is no excuse to deem someone cheap.
If you want to know what a "cheap" character is, look at Noel and Valkenhyan. These assholes were in serious need to some nerfs (thankfully Noel got some, dunno about Valk).
