SR3 was okay; it did have a pretty big (but not very elaborate) city with a lot of different toys to help you kill & maim a lot of different targets. If that's what you wanted, it's perfect.
I prefer SR2 because the map felt like it had more thought put into it which makes those random battles more fun, it also had (or did it just seem to have?) a greater variety of side missions and activities.
I have to say, while I looked forward to SR3 more than I did GTAV, I now look forward to GTAV more than SR4.
It's like the Fallout 3/New Vegas VS; it depends on what you want in a game.
