Now it made sense that I wasn't affected when I skipped the upgrade, but again, shouldn't you be affected if you did get it?
I think they just sent out a signal every now and then that caused widespread interference for a very short amount of time, harmless on its own, it still caused everyone to worry, and when they heard about the new chip everyone flocked to the LIMBSdogstile said:Nah, I smelled a giant rat.
What I want to know is how the hell did they get everyone to glitch out. I never found out why in both my playthrough's

OT: I got it just for the hell of it, and it kinda made that fight more interesting. I'm gonna skip it next time, just to see how much of a wiseass Adam will act like when he's unaffected.
