The development cost runs into millions and millions because developers are trying to make games for the PS3.
Smaller developers won't be able to foot the bill for developments like these.
For the record, currently the most expensive game for the Ps3 is GTA IV, with its $100 million budget. The highest production costs for an exclusive belong to Killzone 2, with $30 million - half of Halo 3, and what looks like twice the bang (looks like being the key phrase).
That is unless you believe internet rumours, which lists Rockstars promised Ps3 exclusive LA Noire as the most expensive game on the system, or ever, with a cost of supposedly $300 million. Considering how it actually looks, I call deep bullshit on that, unless Team Bondi are just making it bigger than Liberty City. Seems like The Escapist should send someone based in Sydney to interview them about it.....

In comparison Halo 3 sold 3.3 million in the first few days and since January this year it's reported at 8.1 million.
Why are people going to buy another game they didn't like in the first place?
