Silly Star Trek fans! It was never about the captains you find in the show, but the long game itself! Is this not the ship of fools who get themselves caught in some crazy situation each week and have to pull nine laws of physics out of their ass to get out? (Well okay, not Sisko, because DS9 wasn't mostly about being ON a ship.) Save your Starfleet captain free-for-all for Fight Club or something. (And host it with John De Lancie.)

Picard for me. He gets more good speeches than Kirk, even taking his longer run into account, though Kirk got some. Kirk was also much more sexist.

Also, Picard was fallible. IMHO, the best bits were when he's not perfect, he's too perfect too often. There's a great bit in "The Measure of a Man" between him and Data. Paraphrasing here, but:

Picard: I think this thing they are going to do to you is a great idea, really great for the Federation.
Data : Right. And would you say the same for non-Androids?
Picard: ...
Data : I see. *leaves*
Picard: ...

From then on, recognising he was totally wrong, he changes his mind and does his best to support Data.

...

Now, in the movies, Kirk was just better. Half of his movies were good, that rules fell apart with the TNG movies.

Picard, he understood that captains do more than sleep with alien women. Shatner may have gotten a lot of intergalactic ass but that really wasn't the goal of his assignment.

In terms of most developed character, I'll say Sisko. But he is not a good Captain. He blackmails people, lies, is accessory to murder, and he constantly lets his emotions control him.

Doesn't stop him from being awesome.
