Being generous and assuming that half is just for 2008, a high point for the game with about 11 million subscribers, does that sound about right? That gives you $8.3 million per month for 11 million people, or $0.75 per person per month. That might be after tax, so before the ~25% rate of tax that would be $1 per person per month. That doesn't sound very expensive to me. There's server upkeep, that costs massive amounts of money to keep the service good and running at all. There's customer service, which, while widely criticized in most MMOs, still requires a lot of money payed in wages. And frankly, it's better to have something then nothing at all - having played a lot of MMOs, I found customer service more or less good in all of them, WoW included.
Then there's new content. Have you seen most "traditional" games receive the kind of growing content as MMOs do? Dozens of patches that offer improvements to gameplay, bug fixes, new instances, changed abilities, and overall improvements (or nerfs, depending on what side you're on).
Has Oblivion ever receive official bug fixes, game balancing, and everything? No. It's all in hands of volunteer modders who do a great job, I might add.While by no means a micro-transaction and ad-powered MMOs impossible - games like D&D online or Runescape prove it, there are plenty of reasons for some people to prefer subscriptions.
15 bucks per month isn't much. It's something like 2 cheap lunches in some fast food place. I spend more money on beer and pop, way more.
And frankly, as far as getting the bang for your buck (obvious prostitute-related puns not included) I think I'd rather play 15 bucks a month for a game that keeps improving, then 60 bucks for a game that stays the same and offers something like 10 hours of gameplay (which is 1 weekend for me).

It makes the game seem really personal, and a bit messed up, especially if you know someone who's in Afgahnistan. I'll bet, it's impressive that they got actual soldiers to help in the development (or at least, I'm assuming they're actual soldier from your post. Google isn't being much help right now). I haven't heard of many game companies doing that.
