Oh I've been. It has a lower crime rate than New York (as one of the other listed options). As for Paris, maybe when the Seine stops smelling so god awful! I voted ultimately for London however. Historically, they did rule 1/4 of the planet from there, so it just seems to follow they could rule the other 3/4's if motivated.
Berlin has a horrid crime rate, is run by incompetent communists, and generally doesn't feel like a city. As a German, it pains me to say this, but Paris would be a far better choice.

I understand that you wanted to have the opposite effect, so I will respond as just.
Just because you don't consider Shanghai as a famous world city, doesn't mean other people in other parts of the world don't. Take for example the several billions of people in the so called 'eastern hemisphere'. They don't fuck around with naming western cities, just as westerners don't name many eastern cities bar Tokyo.
