I would love to say that they could just because it would be an awesome feat in the way of gaming, but in all logic thats ALOT of pokemon, not alot of sleep and not alot of time. so i have to vote no :{

except the started with the event only legendaries, which is fair enough... still cheating cause they didnt catch it.

catching pokemon is mostly luck, dear.

pokeballs have a % chance to work.
pokemon all have certain % chance to appear...
etc.

they shouldve been given the item that unlocks them, such as the Member Card and the Azure Flute, then had to catch them themselves.
