It's a horrible double standard, if a guy wants to go shirtless it's usually more accepted. But if a women wants to display her perfect, ripe, round, lucious..... uh, whu?

Yes, definitely. I don't see why society has considered a topless woman offensive, but a topless man perfectly normal. It's discrimination.

I guess it's just the way we've evolved, or maybe because boners are more difficult to hide than excited vaginas so it would be mighty embarrassing walking around town seeing boobs everywhere and having to bend forward as you walk...

It shouldn't be a big deal. The only difference between man and women there is that one produces milk and is larger (sometimes). If we're talking visually, does that mean fat men with man boobs can't be topless... But it probably would end with a lot of random touching on the streets seeing as boobs have been put on a pedestal. Maybe it's because I'm a male teen, but I think it should be legal. I'm pretty sure it is in some of Canada already (although I don't see any of it -.-).
