Natural barriers, easy enough to put bridges across, better fire-arms laws, corrupt police force, what more can you ask for?
Cars? ;) Chelsea Tractors don't count.
Although there's quite a few of them around, they're mostly limited to the women with kids in private schools... The rest of the "forbeys" over here are actually used for pulling stuff :p and as for other cars, you've seen what I used to drive, and the money that some people make over here is daft, there's no shortage of sports cars that can't be driven above 40 over here... Guernsey is the same, Sark is the one where there are no cars, but you can ride motorbikes and tractors. Herm is just... You can walk across Herm in less than an hour. You get a Banshee lined up and you'd clear it in seconds :p

That's irrelevant anyway, it should be set in the Channel Islands.
*snip*

** The Channel Islands don't come under the jurisdiction of the Metropolitan Police? (grabs flak jacket and runs)
Nope, we've (read: Jersey) got our own police force, which is actually technically 13 police forces. We've got the state police, who are the ones with the guns and the dogs, but are hardly ever seen unless there's something expected to kick off, then we have the honorary police in each of the twelve parishes (like districts basically). As I'm sure you can guess, they're an unpaid bunch of power-tripping wankers with nothing better to do other than abuse their powers, half of them are known bribe takers and the other half will happily confiscate anything they think they can get away with.

Guernsey is pretty much the same, Sark and Herm never have any crime. Why? Because everyone knows everyone, so if someone commits a crime then everyone knows about it immediately.

I think i'd go with the London idea but where GTA usually has a number of islands or something to segment the game, perhaps make London one of a few places the game explores, including other places around England.

Otherwise maybe a GTA:UK, though would have to shrink the scale down a bit as it would be too huge of a game to be completely sandbox. Maybe have bridges to each island setup connecting London to Edinburgh, Cardiff & Belfast.
The Thames river sections the city off nicely. London is a huge city and would probably require one entire game, just for it.
I'm all for it. The old GTA London was only a top down and while those are fun and nostalgic, nowhere near as cool as the full 3d city.

Really I don't care, as long as they're done beating the dead horse that is Liberty City... and I live in NYC.
