Only when playing StarCraft!

Oh, and I used to cheat all the time when playing The Sims (which I haven't played in ages). But gods, they really expect me to get a job and make money when all I want to do is build a huge house that I can turn into a torture chamber for my sims and eventually burn to the ground when I've grown bored enough to want to play a game that isn't shit?

Ditto.
I only watched to about 2:15, but I understand what the guy was going for here.

The "No more Naruto for you" comment made me LOL.
He sounds to me like a guy who has watched the MANtage too many times; http://www.youtube.com/watch?v=JvltzwkUEEA

In singleplayer games? Sure. It's not cheating since I am the only player.
Some games are just impossible to get through, so I resort to a walkthrough, a trainer, etc. when needed.

Note: I do not consider things like the GTA 'armed pedestrians' to be cheats, those are more fun extras like CODMW's rag time.

Never use cheats in multiplayer though. I personally can't stand cheaters or people who abuse glitches, in a multiplayer game this ruins it. It's what made GTAIV's multiplayer useless.
