Duke Nukem even if for no other reason that the MC is extremely bland and lacks character.

Duke Nukem might be a badass, but Master Chief is a 7' tall cyborg badass with a suit of armor. I think the chief might just have the upper hand. (not making any commentary about which game is better, just stating the facts about each of the characters.)

But OT I'd have to go with The Master Chief, he seems much more professional about his job. Although I can't deny that Duke Nukem would be awesome.

Duke Nukem because he is an actual character while Master Chief is simply a visor for players to imagine themselves behind. Which is why Master Chief shouldn't be the first best game character ever, because he isn't the character, the player is.
