People have tried to use the jailbreak to get flash on, but it currently only works with non-video content - animations, games etc. The dev kit doesn't let you import third party stuff, either into the actual SDK or onto a device, so the ban's been implemented pretty effectively. Yeah, I don't think it would take TOO much effort to make a mobile version, if I had the iphone with the dev kit, I suppose I could have made an app for that.

Flash only runs well on Desire/EVO/Galaxy S and maybe a Nexus.
There are lots of lower-end phones who can easily support video encoding, but flash's performance even on my dual core laptop is lack lustre at times.
What's wrong with flash on Android? It works perfectly.
