I have all of them, since I'm a huge Fallout 3 junkie, I rate Point lookout as my favourite, as it added a large new area that you can explore, new weapons, enemies and has a great atmosphere. Point lookout is the first DLC that feels like a genuine expansion to the game.
After that I'd say Broken steel, as it raises the level cap, removes the brickwall ending, and the new weapons, enemies and quests are great.
The Pitt is good too, has a very good Fallout feel to it, and is just really interesting to play.
Operation Anchorage is decent, it's fun the first time, the problem is it's completely linear, so it's always the same. There's no room to explore, and because it's a simulation, it feels very detached from the rest of the game, I only recommend it if you're desperate for another Fallout 3 fix.
So in short, I recommend people to get Broken steel first, to raise the level cap and continue the main quest. Deffinately get Point lookout, as it's simply fantastic and has more content than any of the others. I do recommend the Pitt, though not as highly as the other two, and Operation Anchorage I only recommend for serious Fallout 3 fans who are craving for more, for others it probably just isn't worth it.
