Hell yeah, I wasnt going to buy it until I saw that the original team was being brought in, wise move beth, wise move indeed. They've done nothing mods don't do already.
Fallout 3 used Games For Windows Live, meaning it would sync the same achievements to your Xbox Live account if you played it on PC. Granted you didn't alter any files or mod the game in any way. I am using that at the moment for Dead Rising 2 and it is weird but cool to see my achievements pop up on my 360 profile. An added bonus is that you can chat to X-box live buddies through it. Not sure about Vegas however. I've heard it's just using steamworks.
