No... I have never cried over games. But then I have never cried over any sort of visual entertainment I.e TV, games etc.(not while sober anyway, I cried once during a school performance of Footloose but I was incredibly stoned). But games have come almost as close as Movies and TV shows.
But games have certainly brought up powerful emotions other than crying. For example, GTA4.

The only times I can remember crying form any media form is Hotel Rwanda and Crash. So I guess if Don Cheadle gets in a game, there may be a chance. I'm not some tough "oh I never cry" dude. Well I don't really cry, but things do still emotionally impact and move me.

There have certainly been a few moments that did it for me. Some from differing Final Fantasy games, some from others. Some I can't even remember what game it was. Never trailers though, always the games themselves.

Jim's speech in the Starcraft II cinematic "Fire and Fury". It's deep. It's passionate. It's awe-inspiring. It just goes to show how POWERFUL a simple speech about comradery can be.
Down with Mengsk. Bring James Raynor to the throne.

I haven't cried on account of a videogame yet. Tv shows and movies have made me cry, albeit rarely. I'm still waiting for my first weepy moment with gaming.

Never have cried watching a trailer, yet this is the closes so far.
Damn it Xbox360 Trailers are all awesome.

I cried when Anthony Carmine died. Before you yell your head off, it's a known fact they die

I was tearing up just a few minutes ago actually playing through FF8.

It takes a hell of a lot to make me tear up. It's gotta have something behind it along with that big emotion or epicness. For FF8, it's the fact that me and my girlfriend both think that we're near mirror images of Squall and Rinoa.

The ending of Outcast, Mafia and Red Dead Redemption to name a few. As for trailers, the E3 Heavy Rain trailer really moved me.

The trailer has never made me cry, but watching the Heavy Rain trailer I was like shiiiit. I think I almost cried in Heavy Rain itself but not the trailer. Also, out of interest I watched the Final Fantasy 13 trailer, and its not something I'm interested in buying but I got a lot of emotion from the trailer.

I've never cried, but I have had some emotional moments. The beginning of this sticks out, though its real corny.

No. But I imagine Clannad, the visual novel, might be able to make me shed a tear. I haven't played it though.

Metal Gear Solid 3 and MGS4: Guns of the Patriots.
These one's came pretty close though, I loved the endings to those two games.
For the Boss' sacrifice in particular I was like "AWH GOD DAMN!" She was an awesome character...

Oh, and the end of Half life: episode 2 left me reeling, but I didn't cry.
I've yet to play a Pixar-esque game!
